Shawn Dolan

Founder & CEO

Shawn Dolan founded Virtual Technology LLC in 2006 and has spent more than 30 years working at the intersection of environmental technology, regulatory compliance, and sustainable infrastructure.

Over the course of his career, Shawn has contributed to enterprise-level Environmental, Safety, and Occupational Health solutions used across the Department of Defense and has worked with agencies and organizations throughout the United States and abroad to develop and institutionalize air-quality monitoring networks.

His work has focused on using better data to support practical environmental decision-making—connecting regional monitoring information with reported emissions data to identify opportunities to reduce pollution while supporting economic growth and the communities that depend on it.

While working with air-quality programs across the region, Shawn identified a fundamental gap in how visible emissions were being measured. Unlike many pollutants, which can be quantified through automated monitoring based on their unique signatures, visible emissions have historically relied on human observation. Opacity, a key measure of visible emissions compliance, is still primarily determined through EPA Method 9, a visual observation procedure developed in the late 1960s.

Recognizing the need for a more objective, consistent, and defensible approach, Shawn founded Virtual Technology to develop digital monitoring systems that bring modern imaging and data technology to visible emissions compliance.
